Justine Ruhlin, Principal

In her third year as principal at Northeast Primary, Justine Ruhlin brings six years of administrative experience to the role. Before joining Rutland City Public Schools in 2020, Justine served as principal, assistant principal, instructional coach, high school social studies teacher, and Teach For America Corps Member on the Rosebud Reservation in South Dakota. From 2020 until 2023, Justine served as an assistant principal at Rutland Intermediate School. She holds a Bachelor’s Degree in History from Goucher College in Baltimore, Maryland, and a Master’s in Educational Leadership and Policy Analysis from the University of Wisconsin-Madison. Justine resides in Rutland City with her husband and enjoys traveling, reading, gardening, spending time with friends and family, and exploring Vermont.
Megean Martin, Coordinator of Support Services

Megean is entering her second year as Coordinator of Support Services, previously having served three years as Assistant Principal at Rutland Intermediate School. Prior to becoming an administrator, Mrs. Martin served RCPS as a school counselor at Allen St. Campus and Northwest Primary School. She holds a Bachelor’s Degree in Developmental Psychology from Castleton University, a Master’s Degree in Clinical Mental Health Counseling from SUNY Albany, and her School Leadership Endorsements from Castleton University. Outside of school, Mrs. Martin enjoys spending time with her family and being in her gardens.
